Research Integrity :-

  • challenged by new technologies, academic competition to secure financial or professional advantages, promotion requirements, the urge of pharmaceutical industry and need for publication
  • This necessitates the need for policies, codes, standards, training and legislations.
  • The first World Conference on Research Integrity (WCRI) was conducted in Lisbon (2007), the second one was conducted in Singapore in 2010, while the third one was in Montreal in 2013; and the fourth conference was held in Rio De Janeiro in 2015.The fifth WCRI will be organized in Amsterdam, May 28-31 2017
  • Scientific Integrity results from adherence to professional values and practices, when conducting and applying the results of science and scholarship. It ensures honesty, accuracy, efficiency, clarity, objectivity, and reproducibility and utility.

Singapore statement :-

  1. Honesty in all aspects of research
  2. Accountability in the conduct of research
  3. Professional courtesy and fairness in working with others
  4. Good stewardship of research on behalf of others.

Historical Background:-

  • The United States was the first country to introduce legislation and federal laws to deal with research misconduct
  • The Office of Scientific Integrity (OSI) in the National Institute of Health (NIH) and the Office of Scientific Integrity Review (OSIR) in the Office of the Assistant Secretary of Health were established in 1989.
  • These two offices were later merged in 1992 to form the Office of Research Integrity (ORI). In 1993, ORI became an independent body that introduced policies to manage research misconduct
  • A group of prominent journal editors realized the scale of research misconduct and founded the Committee on Publication Ethics (COPE) in July 1997.
  • The committee assumed an advisory role initially but by 2008, COPE was a founded as charity with a code of conduct and constitution.
  • Several similar bodies were established; the UK Research Integrity Office (UKRIO) was establishes in 2006.
  • Unlike the OSI, it is an advisory body with no legal or legislative arm.
  • Similar bodies were founded in Europe but with no legal or status.

Research Misconduct :-

The following constitute research integrity misconduct:

  1. Falsification of data: This is the manipulation of research materials, equipment, processes, or changing or omitting data or results in a way that does not represent the research record. تزوير
  2. Fabrication: This is the inaccurate and dishonest making, representation, or recording of data or results. الإختلاق (فبركة)   أو       التلفيق
  3. Plagiarism: This is the appropriation of another person’s scholarly work, processes, results, data, or phrases and words without proper citation and acknowledgment. سرقة أدبية
  4. Any infringement of intellectual property rights stipulated in the University of Khartoum Intellectual Property Policy
  5. Any act; which is, in accordance with the established academic norms, is considered as an act of research integrity misconduct; such: as piracy, abuse of research resources, defamation, misinterpretation, sabotage, fraud, professional misconduct and inappropriate conduct in any oral or written examinations.
  6. Any allegation regarding research misconduct shall be investigated by the Office of research integrity (ORI) in accordance with its procedures

University of Khartoum Office of Research Integrity (ORIUofK) :-

The University of Khartoum shall establish an office to be known as the Office of Research Integrity University of Khartoum (ORIUofK).

Mission :-

  • To ensure research conducted at University of Khartoum is safe, ethical, and compliant; to facilitate the conduct of research; to comply with applicable regulations, laws, and institutional polices; and thereby, promote a culture of integrity in research.

4.Objectives :-

The Office of Research Integrity shall endeavor to realize the following objectives:

  • 1 Disseminate the culture of academic research integrity among the affiliates of the University and beyond;
  • 2 Keep pace with the up-to-date norms and standards relating to research integrity in various fields of research endorsed by reputable universities and higher learning institutions world-wide;
  • 3 Ensure the conduct of academic research and any scholarly scientific work within the parameters of national needs and ethics; and
  • 4 Create a favorable academic environment for the enhancement of innovation in all fields of knowledge.
  1. Functions of the Office of Research Integrity:-
  2. To accomplish its mission and objectives, the Office of Research Integrity shall have the following powers:

5.1 Develop policies, strategies, plans, procedures and regulations related to research integrity;

5.2 Form committees to investigate claims concerning research integrity misconduct within the University;

5.3 Review by way of appeal the reports submitted by the committees regarding research integrity misconduct;

5.4 Implement various programs and activities to teach and train the affiliates of the University responsible research conduct to prevent research misconduct;

5.5 Conduct policy analyses, evaluations and research to build the knowledge base in research integrity and research misconduct; and

5.6 Submit the final findings and decisions regarding research integrity misconduct claims to the Vice-Chancellor.

  1. Procedures for Investigating Misconduct Complaints:-

6.1   Any person may submit in writing a complaint regarding academic or research misconduct, on condition that it has to be supported with sufficient documentary evidence, to the Chairperson of the Office of Research Integrity.

6.2   Upon receipt of the complaint, the Chairperson shall form an investigation Committee to investigate in the particular claim concerning academic or research misconduct.

6.3   The Investigation committee shall be guided in carrying out its mandate by the rules of this Code, as well as, the Regulations for the Discipline of the Employees of Higher Learning Institutions 1994.

6.4   In its first session, the Investigation committee shall consider all documentary evidence relating to the alleged academic or research misconduct, and shall then fix a reasonable date for the hearing of the complainant and the defendant separately.

6.5   The Investigation Committee may also examine any witnesses. In addition, it may seek the opinion of expert witnesses on any matter of technicality.

6.6   The defendant shall have the right to be aided by a friend of his choice.

6.7   The Investigation Committee and all persons interrogated shall observe the confidentiality of any piece of information that should not be disclosed.

6.8   The Investigation Committee shall submit an adequate report explaining; the procedures of the investigation; findings of the Committee; a summary of the defenses raised by the defendant; and a summary of the recommendation(s) made by the Committee.

6.9   The defendant shall have the right to receive a copy of the report of the Committee.

6.10 If the Investigation Committee concludes that there is a prima facie evidence of academic or research misconduct, it shall recommend through the Chairperson of the Office of Research Integrity the formation of a Disciplinary Board; which likewise will be guided by the rules of this Code and the Regulations for the Discipline of the Employees of Higher Learning Institutions 1994.

  1. Penalties for Academic or Research Misconduct :-

The Disciplinary Board, if satisfied beyond reasonable doubt in light of all the furnished evidence, shall recommend any or more of the following penalties against the convicted defendant:

7.1   A written letter of reprimand issued by the Vice-Chancellor.

7.2   Resubmission of the particular academic work or assignment.

7.3   Award of a failing grade for the examination, the whole course, or the specific assigned exercise.

7.4   Suspension from the Programme.

7.5     Suspension of the awarded grant.

7.6     Revocation of the particular contract.

7.8     Withdrawal of the awarded degree by the Senate.

7.9     Dismissal from the University.

  1. Right of Appeal :-
  • The convicted defendant shall have the right to appeal against the decision of the Disciplinary Board to the Vice-Chancellor, provided that such appeal shall be submitted within 15 days from the date on which he received the decision.
