  1. Introduction: the history of the evolution of the University of Khartoum, the largest and oldest, in the Sudan, is essentially the history of modern education in the country. The University holds a leading status in the now extensive higher education system. It is still the University Of First Choice for most Sudanese secondary school students. It aims to build and maintain high professional and ethical standards among members of the University community, strengthen loyalty, ensure the transparency and social responsibility of the University’s activities and encourage the freedom of research, teaching and learning, as well as promote positive public image of the University.

Based on some of the objectives, and the vision of the University of Khartoum:

  • To reach and occupyan international levels in standards, contents and practices by providing education and training services of high quality in accordance with international standards and with values that is derived from Sudan culture
  • To take initiatives in innovation and creativity.

Built on the above points and to consolidate the double role of it as a leading national university and as a mother and nurture for the Sudanese universities, the university is issuing this Code of Ethics.

The Code of Ethics determines the basic ethical standards for students, Faculty members and all other personnel at the University of Khartoum.

  1. Definitions:

Code of Ethics: A document that outlines the mission and values of institute, how professionals are supposed to approach problems. The ethical principles based on the institute core values and the standards to which the professional is held. Related to it is:

The Code of Conducts: a set of rules outlining the social norms and rules and responsibilities of, or proper practices for, an individual, party or organization.

The educator: a skilled person who provides instruction, education, or teaching, a teacher.

The teacher: one whose occupation is to instruct, to teach students about certain subjects. He/she is a person who helps others to acquire knowledge, competences or values.

The student: A person who is studying at school or college. It is denoting someone who is studying in order to enter a particular profession. A person who takes interest in a particular subject.

The university: University of Khartoum.

    • General :
  • In accepting a university appointment, staff members assume obligations to the University in addition to their primary duties as teachers and scholars. They have the responsibility to participate in the life of the University, in its governance and administration through membership on committees and organizations at board, senate, faculty and department levels, provided that this participation is consistent with the discharge of their primary responsibilities and with their own abilities.
  • Staff members, researchers and students demonstrate their loyalty to the University by respecting its essential values. The latter include: excellence and honesty in teaching and research, autonomy, and respect for personal morality, humanism, social fairness, equality and truth.
  • Teachers and students should perform their teaching and research activities by their responsible participation in University Bodies and by acting in accordance with the university fundamental values outside its environment.
  • University loyalty is expressed in the general commitment to maintaining and raising the University’s profile and values achieved through teaching, research and artistic endeavors as well as in publically representing the university.
  • The University believes that the education profession consists of one education workforce serving the needs of all students and that the term “educator” includes education support professionals.
  • Essential to these goals is the protection of freedom to learn and to teach and the guarantee of equal educational opportunity for all. Openness to new ideas is the foundation of creativity and one of the key teaching and research virtues.
  • Teachers/educators and students form an indivisible community, with teachers exhibiting openness and commitment in order to assure students of an encouraging learning environment. While the students contribute their part to continuous improvement of the teaching process through their conscientious and responsible work.  
  • For students, academic freedom means academic autonomy, in which they are committed to reaching their goals through responsible study and personal initiative as well as to adopting responsible conduct in line with the Code of Ethics and generally accepted standards.
  • The teacher/educator recognizes the magnitude of responsibility inherent in the teaching process. The desire for respect and confidence of one’s colleagues, of students, of parents and of the members of the community provides the incentive to attain and maintain the highest possible degree of ethical conduct. The code of Ethics of the Education Profession indicates the aspiration of all educators and provides standards by which to judge conduct.
  • The remedies specified by the University and/or its affiliates for the violation of any provision of this code shall be exclusive and no such provision shall be enforceable in any form other than the one specifically designated by the University or its affiliates.
  • Principle 1: Commitment to the student
  • The first responsibility of the university teacher/educator and the aim of instruction is the pursuit and dissemination of knowledge, to encourage creative critical thinking and understanding through teaching and research.
  • The teacher/educator should strive to help each student realize his or her potential as a worthy and effective member of society. Therefore he/she works to stimulate the spirit of inquiry, the acquisition of knowledge and understanding, and the thoughtful formulation of worthy goals.
  • They must devote their energies conscientiously to develop their scholarly competence and effectiveness as teachers. Hence they must be conscientious in the preparation and organization of their subject matter and should revise this periodically in the light of developments in their fields.
  • In fulfillment of the obligation to the student, the teacher/educator:
  1. Shall not unreasonably restrain the student from independent action in the pursuit of learning, and must encourage the free exchange of ideas between the teacher and student.
  2. Shall not unreasonably deny the student’s access to varying point of view.
  3. Shall not deliberately suppress or distort subject matter relevant to student’s progress.
  4. Shall make reasonable effort to protect the student from conditions harmful to learning or to health and safety.
  5. Shall not intentionally expose the student to embarrassment or disparagement.
  6. Shall not on the basis of race, color, creed, sex, national origin, marital status, political or religious beliefs, family or cultural background, unfairly:
  • Exclude any student from participation in any program.
  • Deny benefits to any student.
  • Grant any advantage to any student.
  1. Shall not use professional relationships with students for private advantage.
  2. Shall not disclose information about students obtained in the course of professional service unless disclosure serves a compelling professional purpose or is required by law. When acting as referees, the teacher must strive to be fair and objective.
  • Principle 11: Commitment to the profession
  • Scholarly activity conducted within the University must have as its primary objectives: the increase of Knowledge and understanding. And the improvement of the scholarly competence of the teacher and insofar as possible the initiation of students into the academic discipline.
  • The education profession is vested by the public with a trust and responsibility requiring the highest ideals of professional service.
  • In the belief that quality of services of the education profession directly influences the nation and its citizens, the teacher/educator shall exert every effort to raise professional standards, to promote a climate that encourages the exercise of professional judgment, to achieve conditions that attract persons worthy of the trust to careers in education, and to assist in preventing the practice of the profession by unqualified persons.
  • Academic freedom is the right and also fundamental responsibility of faculty members and students. The teachers/educators exercise this freedom through teaching, research and creative activities, which are aligned with the generally accepted ethical and University standards.
  • They have the obligation to defend the right of their colleagues to academic freedom.
  • In fulfillment of the obligation to the profession, the educator:
  1. Shall not accept an appointment to an administrative position unless satisfied that adequate consultative procedures have been employed in filling the post.
  2. Shall not in an application for a professional position deliberately make a false statement or fail to disclose a material fact related to competency and qualifications.
  3. Shall not misrepresent his/her professional qualification.
  4. Shall not assist any entry into the profession of a person known to be unqualified in respect to character, education or other relevant attribute.
  5. Shall not knowingly make a false statement concerning the qualifications of a candidate for a professional position.
  6. Shall not assist a non-educator in the unauthorized practice of teaching.
  7. Shall not disclose information about colleagues obtained in the course of professional service unless disclosure serves a compelling professional purpose or is required by law.
  8. Shall not accept any gratuity, gift, or favor that might impair or appear to influence professional decisions or action
  9. Shall not knowingly make false or malicious statement about a colleague.
  10. Shall abide by values, norms and culture(s) of Sudanese society.
  11. Shall abide by University regulations that regulate the academic affairs, research and social service.

3.4 Principle 111: Educators and students commitment to outside the University environment:

  • When speaking or acting as private persons outside the University the teacher/educators, and the students should respect the values and ethical standards as defined in this code.
  • In statements outside the university, they retain the responsibility of seeking the truth and of stating it as they see it. However, they should make clear that except when officially authorized to do so, they are acting in their own names and not in the name of the University.
  • When they enter into special relationship with some sector of the community at large, as when they are engaged as consultants or when they conduct research under contract, they have a responsibility to ensure that these duties are consistent with their primary obligation to the University and in no way negatively affect their duties within the University.
  • They have the right to join political parties, professional and interest associations or religious sects and may express their own opinions as private persons.
  • If teacher/educator or students elected or appointed as representative of a political party may not be elected or appointed to any leading position within the university such as vice chancellor, dean, head department or unit chair and may not become member of the university Senate.
  • The University member may not perform outside activities if these activities hinder the normal course of teaching.
  • When involved in activities outside the University, faculty members must abide by the university fundamental values and the regulations in this code.

3.5 Principle IV: commitment to administrative positions at the university:

  • Educators and students who hold administrative positions at the university should adhere to the highest ethical standards.
  • They should perform their duties with dedication and responsibility, taking into account the long term effect of the measures they propose and introduce.
  • They seek to achieve consensus in their decision-making and to avoid outvoting one another.
